General note
A master plan for a cultural and educational area around Hongo Campus of the University of Tokyo, part of the post-World War II recovery. Envisioned as a special district within Tokyo in addition to the three existing zoning categories at the time: residential, industrial, and commercial. It also relates to surrounding areas such as Ueno Park, Korakuen, and Ochanomizu. Not built.
