Letter to Secretary of State William Seward from Brigadier General Robert Anderson, then in command of the Department of the Cumberland, enclosed with an application by an unknown person to cross through Union lines to the South, accompanied by enslaved people. He notes he had previously refused such applications and requests instruction from Seward on how to proceed with similar cases.

Biographical / Historical

Robert Anderson (1805-1871) was a United States Army officer in command of Fort Sumter in April 1861 when a two-day bombardment by the Confederate Army forced the Union garrison to surrender, inaugurating the Civil War. Afterward he was promoted from major to brigadier general and given command of Union forces in Kentucky, known as the Department of the Cumberland, on May 28, 1861; he was replaced by William T. Sherman on October 7, 1861, and reassigned to Rhode Island. Anderson retired from military service in 1863.
