Material in this Series consists of correspondence, drafts, memoranda, congressional bills, circulars, and reports. Much of the material is from the period when HMH was a Special Assistant to the Immigration and Naturalization Service in the U.S. Attorney General's Office from 1940 to 1941; HMH, however, was actively engaged in research in and improvement of immigration legislation from 1935 on.
