Overview

As a result of government research expenditures during and following World War II, Harvard University, as well as other universities and colleges in the United States, became increasingly involved in federal programs. In order to assess the significance of this new relationship between the government and Harvard, the school undertook a study of the impact of federal programs on the University. This collection chiefly documents the preparation of Harvard and the Federal Government, A Report to the Faculties and Governing Boards of Harvard University, a study on the impact of federal research grants on Harvard’s schools, departments, and teaching programs. Records include outlines, notes, drafts, and correspondence.

This collection chiefly documents the preparation of Harvard and the Federal Government, A Report to the Faculties and Governing Boards of Harvard University, a study on the impact of federal research grants on Harvard’s schools, departments, and teaching programs. The records include outlines, notes, drafts, and revisions of the report; letters to and from Dean of the Harvard Graduate School of Public Administration Don K. Price, supervisor of the study, and Special Research Assistant to the President, Daniel S. Cheever; and a volume of charts illustrating the impact of federal research grants on Harvard faculty and departments from 1959 to 1960. The collection also includes the Harvard report.

Historical note

As a result of government research expenditures during and following World War II, Harvard University, as well as other universities and colleges in the United States, became increasingly involved in federal programs. In 1960, federal funds accounted for about 20 percent of Harvard’s budget. In order to assess the significance of this new relationship between the government and Harvard, the school undertook a study of the impact of federal programs on the University. Harvard President Nathan M. Pusey appointed Dean of the Harvard Graduate School of Public Administration Don K. Price as supervisor of the study and Lecturer in Government Daniel S. Cheever as his Special Research Assistant to aid in the study. When a grant from the Carnegie Corporation to the Carnegie Foundation for the Advancement of Teaching made possible a general study of the impact of federal programs on higher education, Harvard’s study assumed added importance, and Harvard became one of twenty-three universities and colleges participating in the Carnegie study. Harvard’s survey was now being conducted on two levels: a study for the Carnegie Foundation and an analysis of its own experiences interacting with the federal government.
