In 1946, Brigadier General James Stevens Simmons, United States Army (Retired), was appointed Dean of the Harvard School of Public Health. During World War II, Dean Simmons was Chief of the Preventative Medicine Service in the Office of the Surgeon General, U.S. Army. Following the war, Dean Simmons served as a member of the United States delegation to the first World Health Assembly in Geneva and later surveyed military and civilian preventive medicine programs in the Far East as a consultant to the Army.
